חברים ושותפים יקרים,
חוזרים לפעילות
בשבועות האחרונים הפסקנו לפרסם את העדכונים הדו-שבועיים שלנו, וקולנו לא נשמע בשיח הציבורי – בשל פסק זמן קצר שנטל מטה היוזמה לצורך ארגון מחדש. המשרדים בירושלים שופצו, ואתר האינטרנט עובר 'מתיחת פנים' חיצונית ושידוד מערכות פנימי – שיאפשר לו להעניק לכל מתעניין שפע של מקורות בנושאי הסכסוך, אונר"א, שיקום פליטים ויהודה ושומרון – בדרך נוחה למיון ולחיפוש. במסגרת זו אנו מחדשים כעת גם את העדכונים שאנו שולחים לידידי ותומכי היוזמה. בשם יו"ר היוזמה, בני אלון, ובשם המנהל יואב שורק, ברצוני לנצל הזדמנות זו כדי להזכיר שאנו רואים בכם שותפים מלאים לפעילות שלנו. נשמח אם תפיצו בעצמכם את רעיונות היוזמה מעל כל במה אפשרית וכן שתשתפו כמה שיותר אנשים בעדכונים שאנו מתעתדים לשלוח לכם. טרור בחסות האו"ם
מי עומד מאחורי "מתקפת" המשטים שכוונה בחודש שעבר כלפי ישראל? כולנו שמענו על ארגון ה-IHH שארגן את המשט האלים של ספינת המרמרה, ארגון שכידוע נחשד בתמיכה בארגוני טרור שונים תחת המעטה של סיוע הומניטארי. אך בתמיכת מי ארגון זה פועל? ומי הגה את רעיון המשט בכלל? דבר זה פחות ידוע. שימו לב לשחקן המרכזי שפועל מאחורי הקלעים, כפי שמצהיר עליו ארגון ה-IHH באתר הרשמי שלו:
"[London, UK – 5 May, 2010] John Ging, the Director of Operations of the UN Relief and Works Agency for Palestine Refugees (UNRWA) in Gaza, has called upon the international community to break the siege on the Gaza Strip by sending ships loaded with desperately needed supplies to the beleaguered territory. "We believe that Israel will not intercept these vessels because the sea is open, and human rights organizations have been successful in similar previous operations proving that breaking the siege of Gaza is possible."
הנה, לא ארגון טרור ולא ארגון סיוע הוא שיזם את רעיון שבירת המצור של ישראל על הרצועה באופן אלים ובוטה. יו"ר ארגון אונר"א, ארגון הסעד והתמיכה של האו"ם לפליטים הפלשתינאים, הוא שהגה רעיון זה, והוא שהעניק ל-IHH (שלאחרונה הוצא מחוץ לחוק במדינת גרמניה) את הלגיטימציה לפעולותיו. אז מי שתמה מדוע האו"ם לא השתכנע מטענותיה של ישראל כנגד פעולת המשט, קיבל עתה את התשובה – ארגון רשמי של האו"ם הוא זה שקרא לראשונה לעולם לשבור את המצור שהטילה ישראל על הרצועה.תמונת מצב זו משקפת באופן מדאיג תהליך שעובר ארגון אונר"א מזה שנים, והדבר אמור במיוחד לסניף שלו ברצועת עזה. בעוד שבאופן דקלרטיבי הארגון מעלה על נס את הסיוע ההומניטארי שהוא מעניק לפליטים במחנות, מומחים רבים טוענים שמתחת לפני השטח יש פעילות רחבה של טרור תחת חסותו. כך למשל, כבר בשנת 2006, חצי שנה בסך הכל לאחר השתלטות החמאס על הרצועה, הצליח חמאס להשיג רוב מוחץ באיגוד העובדים של אונר"א, ומאז הוא מנצל את הארגון להזרמת כספים לטובת פעילות חבלנית שאת תוצאותיה ראתה ישראל במבצע עופרת יצוקה – אז, לא פעם, נתפסו עובדי אונר"א ברצועה משתמשים בהתקני האו"ם לצורך פעילות טרור והחבאת אמל"ח. יתר על כן, גם את ההשקעה הרבה שמשקיעה אונר"א במערכת החינוך (כמובן, בעזרת אונר"א) מנצל חמאס לטובת הפצת מסרים אנטי ישראליים בקרב האוכלוסייה העזתית ולהכנת התשתית החבלנית של הדור הבא. ישראל עומדת אפוא בפני אתגר מסובך ומורכב בזירה הפוליטית-מדינית בכל הנוגע ליחסיה עם הרצועה ועם הפליטים בכלל. אין היא צריכה להתמודד רק עם ארגונים פרטיים העוטים על עצמם איצטלא הומניטארית אלא גם ואולי בעיקר עם ארגון רשמי של האו"ם שלמעשה מהווה חממה מאד נוחה לצמיחתם של פעילי טרור. נוסיף לזאת את העובדה שמי שמעביר את הנתונים השונים – הדמוגרפיים, הכלכליים והביטחוניים - מהרצועה וממחנות הפליטים אל האו"ם הוא ארגון אונר"א עצמו... תשכיל ישראל אפוא אם היא תמקד את מאבקה בהחלשת כוחו של ארגון אונר"א, ובייחוד זה הפועל ברצועה. הרבה לפני הדאגה לשיקומם האמיתי של הפליטים שעליה אנו מדברים רבות ביוזמה, והרבה לפני השימוש בשייטת 13 במלחמה במשטים שונים, חשוב שהסוס הטרויאני הזה יושבת. פליטים בסוריה נלחמים בשיכחה
הזמן עובר, קיומה של מדינת ישראל כמדינת לאום לעם היהודי מתבסס והולך ודור הפליטים הפלשתינאים של שנת 48' הולך וחולף מן העולם. האם גם הדור השני והשלישי שומר על געגועיו ל"פלסטין" – אותה "מולדת" שמטפחים כל כך את זכרונה? מסתבר שלא כל כך. לפי דיווחי התקשורת העולמית, במחנה הפליטים 'דנון' שבסוריה (25 ק"מ דרומית לדמשק), בו רוב הפליטים כיום הם ילידי סוריה, מנסים אחרוני הדור הראשון לפליטים להילחם בתופעת השיכחה ותחושת הניתוק מה"מולדת" שפושה בקרב הדור הצעיר. באמצעות חינוך, העברת מסמכים מימי המנדט הבריטי מאב לבנו, ואמצעים נוספים הנוטים לא פעם לכפייה, מנסים אותם פליטים לשמר את אותה תחושה של נאמנות וגעגוע למולדת הישנה בארץ ישראל. ארגון שמטרתו לשמר אותה תחושת נאמנות זו בקרב הציבור הצעיר פועל אף הוא ללא הרף במחנות ומפיק אירועים שונים שיזכירו לדור הצעיר מאין בא. ואף על פי כן, נראה שלא תמיד הוא מצליח. דוגמה לכך היא עדותו של איסאם איסמעיל, ילד בן תשע, שבראיון לתקשורת הצהיר שהוא לא יודע כלום על פלסטין, ואף לא יודע מדוע עליו לחזור אליה. לדידו, הוא יליד מחנה הפליטים דנון ותו לא. "אבא שלי לא מדבר על כך בכלל", הוא הסביר בהתנצלות. הזמן עושה את שלו, ועלינו להתאים את דרישותינו וציפייתנו אליו. במקום לתת יד לזיכרון הקולקטיבי הפלשתינאי בתמיכתו הנדיבה של ארגון אונר"א ולהלעיט דורות שלמים של פליטים בחלומות שווא של ציפייה וחזרה למקום שמעולם לא ראו וחוו, יש לעודד את הנטייה והרצון הטבעיים שלהם לחיות חיים נורמאליים, ללא שום קשר למקום בו הם שוכנים. יש להקצות את המשאבים האדירים שמושקעים בהם לטובת שיקומם במדינות שלהם או במדינות אחרות ולהפסיק את הניצול הציני שעושות מדינות ערב במצבם הקשה לטובת קידום מאבקן כנגד ישראל. את המאמר השלם על מחנה 'דנון' ניתן לקוראו בקישור הבא: http://www.thenational.ae/apps/pbcs.dll/article?AID=/20100712/FOREIGN/707119894/1002 נשמח כמו תמיד לתגובות והערות, עידו פכטר צוות היוזמה הישראלית www.hayozma.org |

Return to regular activity
In the last few weeks, we stopped publishing bi-weekly updates, due to a short break in which the Initiative had to reorganize. Our offices in Jerusalem were renovated and our website underwent a “face-lift,” allowing us to provide resources on the Israeli-Palestinian conflict, UNRWA, refugee rehabilitation and Judea and Samaria in a way that is easily organized and searchable. We are also renewing the updates that we send to friends and supporters of the Initiative.In the name of Rabbi Benny Elon, our chairman, and of Yoav Sorek, our manager, we would like to take this opportunity to remind you that we see you as full partners in our activities. Who stands behind the flotillas headed towards Israel in the past months? We all heard that the IHH, an organization that allegedly supports terror while claiming to be humanitarian, organized the violent flotilla behind the Mavi Marmara. However, who supports the IHH? Whose idea was the flotilla? This is less known. Pay attention to the main player behind-the-scenes, according to the IHH website:

No, not a terror organization, and not a humanitarian aid organization came up with the idea of using violence to break Israel’s blockade on the Gaza Strip. The head of UNRWA, the UN’s organization to help Palestinian refugees, came up with the idea and gave the IHH – which was recently declared illegal in Germany – the legitimization for its actions. So, whoever wonders why the UN didn’t think Israel was justified in acting against the flotilla has an answer. An official UN organization called upon the world to break the blockade.This reflects a worrisome situation in UNRWA, especially in its Gaza chapter. While the organization claims to provide humanitarian aid to the refugees in camps, many experts say that there is UN-sponsored terror activity under UNRWA’s surface. For example, in 2006, six months after Hamas took over the Gaza Strip, Hamas received a majority in the UNRWA worker’s union. Since then, Hamas has taken advantage of the union to send UN money towards its own, terrorist activity. The results of this were seen in Operation Cast Lead, when UNRWA workers were found using UN buildings to hide weapons and commit acts of terror. Hamas also uses the UN’s investment in education to spread anti-Israel messages in Gaza and prepare the next generation for terror. Israel stands before a complex challenge on the political stage when it comes to the refugees. How is Israel supposed to deal with private organizations that claim to be humanitarian, if the UN’s official organization is helping Hamas grow? Israel should focus its battles on weakening UNRWA, especially its activities in Gaza. Long before rehabilitating the refugees that we are talking about, long before using Commando 13 to fight flotillas, this Trojan horse should be put down. Syrian refugees: Fighting forgetfulness
As time passes, the refugees of 1948 are dying out. Will the second and third generation continue to long for “Palestine,” the so-called “homeland” whose memory is so preserved? Turns out that they don’t. According to the media, in the Dannoun refugee camp in Syria, in which most of the refugees were born in Syria, the older generation is trying to fight the forgetfulness and the separation from the “homeland” the younger generation is facing. Through education and other methods, the refugees are trying to save the sense of loyalty to their old homeland in Israel. An organization meant to preserve this loyalty in the younger generation is active in the camp and runs various events with this aim. However, it doesn’t seem that the efforts are successful. For example, Issam Ismail, a 9-year-old, said in an interview that he knows nothing about Palestine, and he doesn’t know why he should return to it. As far as he knows, he was born in the Dannoun refugee camp, and that’s it. “My dad doesn’t talk about it at all,” Ismail said. We need to adjust our demands and expectations to the changing times. Instead of helping the Palestinians’ collective memory by supporting UNRWA and allowing generations of refugees to dream about return to a place they’re never been to, we should encourage their will to live normal lives. We should allocate the funds and resources that were invested in the camps to rehabilitating them in the countries they live in or in third countries. The Arab countries should stop their cynical use of the refugees to promote their battle against Israel.
