חברים ואוהדים יקרים,

בעוד אנו בישראל עסוקים במשא ומתן על שכר המורים, החל בשקט ובפרופיל נמוך המשא ומתן שבעקבות אנאפוליס – בראשות ציפי לבני מהצד הישראלי ואחמד קריע (אבו עלא) מן הצד הפלשתיני.
המשא ומתן הזה אינו מעורר תקווה גדולה אלא דווקא חשש גדול. הניסיון לימד את מה שהעובדות מחייבות: כל דיאלוג בין ישראל לרשות הפלשתינית מוליך לעוד כרסום באינטרסים הישראליים, ומחזק את הרעיון הלאומי הפלשתיני – רעיון המעכב את פתרון הסכסוך במזרח התיכון ומאיים על קיומה של ישראל כמדינה יהודית.
מה שאירע באנאפוליס היה צפוי לחלוטין: מנהיגות ישראלית חלשה, היודעת רק לומר על מה היא מוותרת, ומנהיגות פלשתינית, שאף שגם היא חלשה, היא יודעת לדבר רק על מה שהיא תובעת.

רשימת האנשים המעורבים בבניית ההצעות ל'הסכמי הליבה' הללו מסבירה אולי את הבעיה: מדובר בתרכובת של משפטנים ואנשי בטחון, הבאים בגישה קצרת רוח וקצרת טווח, ללא כל פרספקטיבה על העבר והעתיד, וללא רגישות לכוחות האמיתיים המניעים את המציאות מתחת לפני השטח. לצערנו, המנהיגות הסוחרת בעתיד ישראל היום, באותו משא ומתן כמעט חשאי, אינה טובה יותר.

במקביל לנעשה מעל ומתחת לפני השטח, היוזמה ממשיכה לצעוד, לגבש תמיכה ציבורית ולקדם תהליכים מדיניים. בין השאר, נפגשו נציגי 'היוזמה הישראלית' עם חתן פרס ישראל מרדכי בן-פורת, מפעיליה הבולטים של העלייה מעיראק ויו"ר מרכז מורשת יהדות בבל, שבעת כהונתו כשר בממשלת בגין האחרונה הקים וועדת שרים לקידום תוכנית שיקום למחנות הפליטים ביהודה שומרון ועזה.

חילופי אוכלוסין. השר לשעבר מרדכי בן פורת

בשיחה עמו הוא מתאר את התגובות הערביות לוועדה, וכן את תהליך 'חילופי האוכלוסין' שהתקיים בפועל סביב מלחמת העצמאות – כאשר ישראל קלטה כשש מאות אלף פליטים יהודים ממדינות ערב, ו'פלטה' החוצה אל העולם הערבי שסביבה מספר דומה של פליטים ערבים. בעוד הפליטים היהודים זכו לתהליך קליטה ושיקום מהיר ומשמעותי, הפליטים הערבים נותרו במעמד הזמני כשהם מוחזקים בידי מדינות ערב כבני ערובה עד לחיסולה של מדינת ישראל.
השיחה עם בן פורת היתה מרתקת, והיא מעידה שכל הצדדים במזרח התיכון – מדינות ערב מחד, אך גם ממשלות ישראל – הזניחו את נושא הפליטים, והביאו עלינו את האינתיפאדות ובעקבותיהם את דיבורי הסרק על מדינה פלשתינית.

ח"כ בני אלון השתתף בדיון ב'פורום השגרירים', הפועל במסגרת התוכנית ללימודי דיפלומטיה ע"ש אבא אבן באוניברסיטת תל אביב. ח"כ אלון ניצל במה זו להצגת היוזמה בפני שגרירים של מדינות רבות, והסתבר שהם מכירים את התוכנית מן הפרסומים ומן החוברות שנשלחו אישית לכל השגרירים.

"למרות ההדים החיוביים ליוזמה, אני מודאג מאד", אמר ח"כ אלון לאחר המפגש. "למעשה, כולם הסכימו – גם הדוברים משמאל – שאנאפוליס נכשל וייכשל. איש אינו מאמין במתווה הזה. הבעיה היא שלמרות זאת, לא מבינים שיש אלטרנטיבה. החשש שלי הוא שהואיל והתוכנית שלנו לא מוכרת מספיק, הכשלון של אנאפוליס יתנקז לא לתוכנית קונסטרוקטיבית ומויעלה לישראל אלא לרעיונות-סרק גרועים אחרים, כמו ההתנתקות החד צדדית.
"יש לנו ב'יוזמה הישראלית' עוד הרבה מאד עבודה. האתגר שלנו הוא להגיע למצב שבו כל מי שלא תומך ביוזמה הזו, כל מי שמטפח את הערוץ הפלשתיני המוביל למבוי סתום, ירגיש צורך להתנצל על היותו מחרחר מלחמה ומכשול לשלום האמיתי, שאנו זקוקים לו וראויים לו. הגיע הזמן להסיר את הכפפות ולומר בפה מלא, שהמדינאות הישראלית הדבקה בנוסחאות שאבד עליהן הכלח מביאה שפיכות דמים, חד וחלק."

Dear friends and supporters,

While we in Israel are engaged in negotiations over teachers' salaries, the negotiations following Annapolis have begun quietly and on a low flame – headed by Tzipi Livni on the Israeli side and Ahmed Qureia (Abu Ala) on the Palestinian side. This negotiation does not raise great hopes but rather great fears. Experience has taught what the facts prove: every dialogue between Israel and the Palestinian Authority leads to a further erosion of Israeli interests and strengthens the Palestinian national concept – a concept which delays a solution to the conflict in the Middle East and threatens Israel's existence as a Jewish state.

What happened in Annapolis was completely predictable. The Israeli leadership is weak, which only knows to talk about what it is conceding, and the Palestinian leadership, although week, only knows to talk about what it demands.

A look at "The core documents" which were published in Ha'aretz on December 13 (http://www.haaretz.com/hasen/spages/934110.html) illustrate this phenomenon exactly: a strong Israeli desire to reach an agreement, as part of an irresponsible concession of national interests – answered (it must be said, fortunately) by a negative Palestinian response.

The list of people involved in constructing the proposals for these "core agreements" may explain the problem. We are talking about a compound of legal experts and security officials, who come with an impatient and short-term approach, with no perspective of the past or of the future, without perceptiveness of the real forces motivating the reality under the surface. To our sorrow, the leadership trading on Israel's future today, in this almost secret negotiation, is no better.

Simultaneously to all going on above and below the surface, the Initiative continues to march on, to consolidate public support and to promote political processes. Among others, 'Israeli Initiative' representatives met with Israel Prize winner, Mordechai Ben-Porat, one of the prominent activists of the emigration from Iraq and the Chairman of the Center for the Heritage of Babylonian Jews, who during his tenure as a minister in the last Begin government, established a committee of ministers to promote a plan for rehabilitating the refugee camps in Judea, Samaria and Gaza.

In a discussion with him, he describes Arab reactions to the committee ,and the process of 'population exchange' which in actual fact took place around the War of Independence – when Israel absorbed approximately 600,000 Jewish refugees from Arab countries, and 'emitted' out into the surrounding Arab world, a similar number of Arab refugees. While the Jewish refugees were granted a process of absorption and speedy and significant rehabilitation, the Arab refugees remained in a temporary position while being held hostage by the Arab countries until the extermination of the State of Israel.

The discussion with Ben Porat was fascinating, and it testifies to the fact that all the sides in the Middle East – especially the Arab countries, but also Israeli governments – have neglected the topic of the refugees, and brought the Intifadas upon us and in their wake, futile talks about a Palestinian state.

The issues of refugees and the emigration will be at the forefront of the 'Israeli Initiative's next big campaign, later on in the winter.

MK Benny Elon participated in a discussion in the 'Ambassadors' Forum', which acts within the framework of the Abba Eban Program for Diplomatic Studies at Tel Aviv University. MK Elon used this stage to present the Initiative to ambassadors of many countries and it became clear that they knew of the program from the advertisements and booklets which were personally send to all of the embassies.

Listening politely will not lead to a revolution. The Ambassadors' Forum (above) and MK Elon with Mrs Susy Eban (below).

"In spite of the positive feedback for the Initiative, I am very worried", MK Elon said after the meeting. "Everyone actually agreed- included the spokesmen from the left – that Annapolis failed and will fail.  No one believes in this draft. The problem is that in spite of this, no one understands that there is an alternative. My fear is that since our plan is not sufficiently known, Annapolis' failure will flow, not into a constructive and effective plan for Israel but rather to other terrible, futile ideas, like the unilateral disengagement.

"Within the 'Israeli Initiative', we have much more work. Our challenge is that whoever doesn't support this initiative, whoever cultivates the Palestinian channel which leads to a dead-end, will feel the need to apologize for being an instigator and stumbling-block to real peace, which we need and are worthy of. The time has come to throw down the gauntlet and say unanimously, that the Israeli policies adhering to formulas which have lost all purpose only leads to bloodshed, pure and simple."

In the last few weeks, we have been running the "Collactive" software on our website – a sophisticated program which enables visitors to go from being general supporters to actual influencers.

To our great joy, several hundred supporters of the Initiative responded to this, and a pilot campaign was even carried out. 

The experiment worked – we succeeded in advancing the video clip to a high position on the website, YouTube, within a short space of time, but the experiment also taught us that we need many more participants to activate the new software. We are, therefore, approaching you again and asking you to download the software and prepare for the coming important campaigns – this time we are not talking about an experiment but the real thing, and we need your help.
