ידידים יקרים וחשובים,

בישראל, ברשות הפלשתינית ובארצות הברית נערכות התייעצויות אחרונות לקראת ועידת אנאפוליס, שתתקיים בסוף החודש. קונדוליסה רייס מדברת על 'השיחות המשמעותיות ביותר מזה שנים' בין ישראלים לפלשתינים וראש הממשלה אולמרט מדבר בחגיגיות על 'תקווה' ועל 'פתיחת כל סוגיות הליבה לדיון'.
אלא שחגיגיות לחוד ומציאות לחוד. לא כל סוגיות הליבה עומדות לדיון. המשא ומתן סביב אנאפוליס מושתת על שתי הנחות יסוד, שמבטיחות את כשלון הוועידה ואת המשך מעגל הדמים. הנחות היסוד הן שהפרטנר הוא הרשות הפלשתינית, ושהיעד הוא 'שתי מדינות לשני עמים', כלומר מדינה פלשתינית ביהודה, שומרון וחבל עזה.
כל עוד נמשיך לצעוד בדרך זו - לעולם לא יכון שלום במזרח התיכון.
הרשות הפלשתינית לעולם לא תהפוך למדינה שוחרת שלום, החיה לצד ישראל. כמדינה קטנה, נטולת משאבים עצמיים, היא תהווה בראש ובראשונה השפלה ללאומיות הפלשתינית. הגדר בין ישראל לבין פלשתין תיתפס מיד, ובצדק, כטבעת חנק, והשאיפה המתמדת של הגוף הלאומי הצעיר תהיה לפרוץ את אותה טבעת, למצוא לה בני ברית בקרב הערבים אזרחי ישראל, ולכונן מדינה פלשתינית מן הירדן ועד הים. סביר להניח, שעוד קודם לכן ישתלט החמאס על המדינה הצעירה, בדרך דמוקרטית או במהפכה צבאית, ויעניק לציר אחמדניג'אד-נסראללה את נקודת העוגן השלישית והחשובה – במרחב הצופה על גוש דן, הנושק לירושלים והמחזיק את כל תושבי מדינת ישראל כבני ערובה.

בעוד 'היוזמה הישראלית' מציעה בחינה מחדש של הנחות היסוד של תהליך השלום, ומציעה אלטרנטיבה אנושית, צודקת, ישימה ומפוכחת לשלום, ועידת אנאפוליס היא ניסיון נוסף להחיות את 'האופציה הפלשתינית', שנכשלה פעם אחר פעם, והביאה על האזור את אסונות הטרור הגדולים ביותר בשנים האחרונות.
ראש הממשלה אולמרט אמר בעצמו בנאומו, ש'הנסיונות האמיצים' של אוסלו וקמפ-דייויד היוו כשלון נורא; ובכל זאת, אמר, אנחנו ננסה שוב. באותה הדרך. גם שרת החוץ ציפי לבני, דווח בעיתונות, עושה את הכנותיה לוועידה על ידי התייעצות באנשים שיש להם ניסיון במשא ומתן מן העבר.
מדוע לנסות שוב לצעוד בדרך שהתגלתה כאסון? מדוע לקבל עצות ממי שהביא את המזרח התיכון למערבולת דמים?
המשימה החשובה ביותר שניצבת בפני המנהיגות בישראל, בארצות הברית ובעולם הערבי, היא להשתחרר מהקיבעון המחשבתי של אוסלו, קמפ דייויד ואנאפוליס. להניח בצד את 'חזון שתי המדינות' ואת 'מפת הדרכים', ולבקש דרכים ריאליות להשגת שלום אמיתי, שלום של בני אדם.

בעקבות מסע ההשקה של היוזמה הישראלית, נכנסו לאתר עשרות אלפי גולשים, ממאה ועשרים מדינות. רובם המכריע כמובן מישראל, אך ניכרה תנועת גולשים ערה גם מארה"ב, מבריטניה וממדינות ערב. מסע הפרסום הראשון באינטרנט הסתיים בשלהי אוקטובר, אך ההכנות לשלב הבא כבר נשלמות. עוד לפני ועידת אנאפוליס צפוי מסע פרסום חדש, שיתמקד בצורך לשבור את הקונספציה של אוסלו ולהציע אלטרנטיבה שיכולה ועתידה להביא שלום. הפתעות נוספות – בהמשך...

ולזירה הפוליטית והבינלאומית: ח"כ בני אלון ממשיך לקבל תגובות תומכות מכל חלקי הבית, והנחות היסוד של תוכניתו זוכות שוב ושוב לאישור מפי פקידים בכירים המופיעים בפני וועדות הכנסת. בפגישות שהתקיימו בימים האחרונים בכנסת, הציג ח"כ בני אלון את התוכנית גם בפני משלחות פרלמנטריות מחו"ל. בין השאר נפגש אלון עם חברי המפלגה השמרנית מבריטניה, עם חברי פרלמנט משבדיה, ועם נציגות של הפרלמנט האירופי, המייצג את כל מדינות האיחוד. כל המשלחות ביקשו מח"כ אלון להרחיב אודות 'היוזמה הישראלית' עליה שמעו, קיבלו ערכות הסברה והביעו עניין רב באפשרות לשינוי גישה בתהליך השלום במזרח התיכון.
אתמול נסע ח"כ אלון לארצות-הברית, על מנת לחזק את התשתית הציבורית והפוליטית לחקיקה בקונגרס כנגד המשך התמיכה באונר"א, ועל מנת להכין את הקרקע להתמודדות עם ועידת אנאפוליס. אלון צפוי להפגש עם מועמדים לנשיאות, אנשי קונגרס, מנהיגים יהודיים ומנהיגים נוצריים – בהם ג'ון האגי, העומד בראש ארגון שחברים בו מיליוני אמריקנים, הפועלים למען ישראל מתוך שותפות לתפיסות היסוד של 'היוזמה הישראלית'.  
אנו מאחלים לו נסיעה מועילה, ומקווים, שמנהיגי ישראל, ארצות הברית והעולם החופשי לא יעשו טעויות חמורות מדי באנאפוליס. את המחיר על טיפוח האופציה הפלשתינית אנו כבר משלמים שנים ארוכות. דומה שכולם מבינים שהגיע הרגע לשנות כיוון.

מטה היוזמה הישראלית

בעוד ירושלים מחזרת אחרי אבו-מאזן, השאלות החשובות שהעלתה 'היוזמה הישראלית' מקבלות חשיבות מחודשת. השר לשעבר מרדכי בן-פורת, שעמד בשנות השמונים בראש וועדת שרים שבדקה את בעיית הפליטים הפלשתיניים, פנה אל ח"כ בני אלון, בירך אותו על היוזמה והפנה אותו לדו"ח של אותה וועדת שרים, שמעולם לא היה לו המשך. באותו דין וחשבון נשכח מוצגת בעיית הפליטים הפלשתיניים, תולדותיה ותולדות ארגון אונר"א (המכונה שם ססו"ת, כראשי התיבות העבריים – סוכנות הסעד והתעסוקה של האו"ם) ומתוארים ניסיונות ראשוניים של ישראל, בשנות השבעים, להוציא את הפליטים מן המחנות ולשקמם.
בתחילת השבוע נזקקה גם הטלוויזיה הישראלית לסוגיית אונר"א. בתכנית 'מבט שני' בערוץ הראשון, שודרה כתבתו של אוהד חמו 'אונר"א – אמצעי או מטרה?'. בכתבה נחשף הציבור הישראלי לעובדות הפשוטות על הנצחת הפליטות מאז 1948 ככלי פוליטי, ועל היותו של אונר"א לא ארגון שנועד לפתור את בעיית הפליטים – אלא דווקא ארגון המשרת את הנצחת המציאות העגומה – ואת הסכסוך.

מיכאל פרוינד בJerusalem Post-, חגי סגל ב'מקור ראשון', ועוזי בנזימן ב'הארץ' – אנשים המייצגים כיוונים שונים של הפוליטיקה והציבוריות הישראלית, אומרים אותו דבר: 'היוזמה הישראלית' היא מהפכה במציאות הפוליטית בישראל, כאשר מתוך חלקה הימני של המפה הפוליטית מתגלה לראשונה 'איש עם תוכנית'. "השלטים בכבישים והמודעות בעיתונים על 'היוזמה הישראלית' של בני אלון הם משב רוח אביבי ביום סתווי", כתב חגי סגל, "סוף סוף מונחת על סדר היום הציבורי תוכנית שלום פוטוגנית מתוצרת ימנית... ראש הממשלה צריך לקחת לאנאפוליס עותק מהתוכנית ולהניח אותו על השולחן כשאבו מאזן וקונדוליסה ידרשו לדבר על נושאי הליבה."

In recent weeks, Knesset Member Rabbi Benny Elon of the National Union party has been promoting a novel approach, one that may just mark an important turning point in the debate over the country's future. KNOWN AS "the Israeli Initiative," the plan is elegantly simple without being simplistic. It tackles the underlying challenges of the region head on, and offers some of the new thinking that our political discourse so desperately needs.

"בשבועות האחרונים, חבר הכנסת בני אלון מקדם תפיסה חדשנית, העשויה לסמל נקודת מפנה חשובה בויכוח המתמשך על עתידה של ישראל", כתב מיכאל פרוינד בטור שלו בג'רוזלם פוסט. "תחת הכותרת 'היוזמה הישראלית', הוא מציע תוכנית פשוטה ואלגנטית, אף שאינה פשטנית. תכנית המתמודדת עם האתגרים העומדים לפני המזרח התיכון בראייה מרחיקת לכת, ומציעה את אותה חשיבה חדשה שהשיח הפוליטי שלנו זקוק לה כל כך".

Dear Friends,

Within Israel, the Palestinian Authority and the United States, final consultations are being carried out before the Annapolis Summit which is due to take place at the end of the month. Condoleeza Rice is talking of "the most meaningful discussions for years" between the Israelis and the Palestinians and Prime Minister Olmert is talking at celebrations about "hope" and "the opening up of all the core issues for discussion".

But celebrations are one thing and reality is another. Not all of the core issues are up for discussion. The negotiation around Annapolis is founded on two basic assumptions, which guarantee the failure of the summit and the continuation of the circle of blood. These basic assumptions are that the partner is the Palestinian Authority, and that the destination is "Two states for two peoples", that is a Palestinian state in Judea, Samaria and the Gaza Strip.

As long as we continue to march along this road – there will never be peace in the Middle East.

The Palestinian Authority will never become a state that advocates peace, living alongside Israel. As a small state, devoid of independent resources, it will first and foremost be a humiliation for Palestinian nationalism. The fence between Israel and Palestine will be portrayed, and rightly so, as a strangulation ring, and the continuing aspiration of the young, national body will be to break that same ring, to find an ally amongst the Arabs who are citizens of Israel, and to establish a Palestinian state from the Jordan river until the sea. It is reasonable to assume, that before long Hamas will seize control of the fledgling state, either via democratic means or via a military revolution, and will grant the Ahmadinejad –Nasrallah axis, the third important point of anchor – amongst the observation expanse of Gush Dan, which is extremely close to Jerusalem and which holds all the residents of the State of Israel as hostages.

While "the Israeli Initiative" is proposing reexamining the basic assumptions of the peace process, and suggests a humane, just, practicable and realistic alternative for peace, the Annapolis summit is a further attempt to revive "the Palestinian option" which has failed time after time, and which brought the greatest terror disasters in recent years to the region.

Prime Minister Olmert himself said in his speech, that "the brave attempts" of Oslo and Camp David were a terrible failure, but anyhow, he said, we will try again. Along the same road. Foreign Minister Tzipi Livni, as reported in the press, is also making preparations for the summit by consulting with people who have previous experience in negotiations.

Why try to march along the same road that has proved to be a disaster? Why take advice from those who brought the Middle East to a whirlpool of blood?
The most important mission placed before the leadership in Israel, America and the Arab world, is to be liberated from the intellectual fixation of Oslo, Camp David and Annapolis. To lay aside the "vision of two states" and of the "Road Map" and to seek realistic ways of achieving a real peace, a human peace.

Following the marketing campaign of the Israeli Initiative, tens of thousands of visitors entered the website, from one hundred and twenty counties. Of course, the majority were from Israel, but an enthusiastic traffic of visitors from the United States, from Britain and from Arab countries, was also seen. The first advertising campaign on the Internet finished towards the end of October, but preparations for the next stage were already completed. Even before the Annapolis summit, a new advertising campaign is expected, which will focus on the need to break the concept of Oslo and to propose an alternative that can and will bring peace. Additional surprises – shortly.

During this time, the construction of a plan of action for the "Israeli Initiative" volunteers has been completed. Within the next few days, all those who registered to volunteer on the Initiative website, will receive a questionnaire which will open up the right activities for these good people.

And on to the international, political arena: MK Benny Elon continues to receive supportive reactions from all parts of the Knesset, and the basic assumptions of his plan again and again win approbation from senior officials who appear before the Knesset committees.  In meetings that took place during the past few days in the Knesset, MK Benny Elon also presented his plan before foreign parliamentary delegations. Amongst others, Elon met with members of the Conservative Party from Britain, with Members of Parliament from Sweden, and with representatives of the European Parliament, which represents all the European countries. All of the delegations asked MK Elon to expand on the "Israeli Initiative" which they had heard of, received explanation packages and expressed great interest in the possibility of a change of approach in the peace process in the Middle East.

Yesterday MK Elon traveled to the United States, in order to reinforce the public and political infrastructure for legislation in the Congress against continuing to support UNRWA, and in order to lay the groundwork for competing with the Annapolis summit. Elon is expected to meet with Presidential candidates, members of Congress, Jewish and Christian leaders –amongst them, John Hagee, who heads an organisation which millions of Americans are members of, who act for Israel out of a shared belief in the basic premises of the "Israeli Initiative"

We wish for a productive journey, and hope, that the leaders of Israel, the United States and the free world, will not make extremely serious mistakes in Annapolis. For many, long years, we have already been paying the price for cultivating the Palestinian option. It seems that everyone understands that the moment has come to change direction.

While Jerusalem is wooing Abu Mazen, the questions and answers on the "Israeli Initiative" website receive renewed importance. Former Minister, Mordechai Ben-Porat, who in the Eighties, headed the committee of ministers that examined the Palestinian problem. Approached MK Benny Elon, congratulated him on the Initiative and directed him towards the report of the said committee of ministers, which was never followed up on. In the same forgotten report, the problem of the Palestinian refugees, its history and the history of UNRWA (referred to there as SMUT, according to its acronym in Arabic – the Aid and Employment Agency of the UN) are portrayed and Israel's first attempts, in the Seventies,  to take the Palestinians out of the refugee camps and to rehabilitate them.

At the beginning of the week, Israeli television also needed the issue of UNRWA. In the program, "A Second Look" on Channel 1, Ohad Hamo's report, 'UNRWA – the means or the goal" was broadcast. In the report, the Israeli public was exposed to the simple facts of the perpetuation of the refugees since 1948 as a political tool, and of UNRWA's existence not as an organisation designed to solve the refugee problem, but rather as an organisation which serves the perpetuation of this wretched reality – and of the conflict.

Michael Freund of the Jerusalem Post, Haggai Segal of Makor Rishon, and Uzi Benziman of 'Ha'aretz'" –these people who portray different directions of the Israeli political spectrum and of the public, say the same thing: "The Israeli Initiative" is a revolution within the political reality in Israel, when arising from the right-wing spectrum of the political map in Israel, for the first time, "a man with a plan" is discovered. Haggai Segal wrote, "The billboards and the advertisements in the press about Benny Elon's "Israeli Initiative" are a spring gust of wind on an autumn day". "Finally, a photogenic peace plan created by the right-wing, is placed on the public agenda. The Prime Minister needs to take a copy of the plan to Annapolis and place it on the table when Abu Mazen and Condoleeza Rice demand to talk about the core issues."
