ידידים יקרים וחשובים,

השלב הראשון של קמפיין 'היוזמה הישראלית' הסתיים בימים אלה. שלטי החוצות עשו את שלהם, מערך הפרסומות באינטרנט (באנרים) הביא עשרות אלפי גולשים לאתר, קוראי 'מקור ראשון' ו'הארץ' קיבלו את היוזמה לביתם ביום שישי שעבר, והאתר המציג את היוזמה בשבע שפות עלה לאוויר, והוא מתעדכן ומתחדש בכל רגע – עם שאלות ותשובות, קישורים למאמרים הנוגעים ביוזמה וכן הלאה.

ביום ראשון, מיד 'אחרי החגים', כונסה בתל אביב מסיבת העיתונאים שפתחה את הקמפיין והביאה לשורה של ידיעות באתרי החדשות המובילים. למחרת התארח ח"כ בני אלון בתכניתם של לונדון וקירשנבאום, וביום רביעי באותו שבוע כונסה מסיבת עיתונאים שנועדה לתקשורת הזרה, ובה הוצגה היוזמה וכן תמיכתו המשודרת של הסנטור האמריקני הבכיר סם בראונבק.
ביום ראשון בשבוע שעבר נפגש ח"כ אלון עם הנשיא שמעון פרס, ולמחרת עם ראש הממשלה אהוד אולמרט, והציג בפניהם את התכנית.

את השלב הראשון הזה, שלב הפריצה, ניתן לסכם כהצלחה מרשימה. היוזמה קיבלה במה מכובדת בתקשורת האלקטרונית (טלוויזיה ורדיו) וברשת האינטרנט, והשילוב של במה זו עם חומרי הקמפיין עצמו (החוברות, השלטים והמודעות) יצרו הד מרשים.

רוב הגולשים שנכנסו לאתר דפדפו בו ונשארו בו, וחלק נכבד מגולשים אלה – הרבה הרבה מעל למקובל – ביקש לשמור על קשר ולהתעדכן בענייני היוזמה. השיחות הרבות שניהלו אנשי מטה היוזמה עם חברים, שכנים, עמיתים וסתם גולשים או אנשים ברחוב, הובילו כולם למסקנה אחת בהירה: גם הציבור הרחב, גם חוגי התקשורת וגם המערכת הפוליטית הבינו מיד כי מדובר ביוזמה רצינית המעלה סוגיות מרכזיות וחשובות ומציעה להן פתרון יצירתי שהוא טוב לישראל.

כפי שהכריז ח"כ בני אלון במסיבת העיתונאים, היוזמה אינה מפלגתית ומתעלה מעל ההגדרות של 'ימין' ו'שמאל', והוא מייחל שיאמצו אותה כמה שיותר אישים ותנועות. האופי הזה של היוזמה ניכר כבר בעניין הרב שהיא מעוררת בכנסת, עניין שאינו מוגבל לסיעות הימין, ומתבטא גם בספסלי הקואליציה. כבר בפתיחת מושב החורף של הכנסת, למחרת השקת היוזמה, שילב יו"ר האופוזיציה, בנימין נתניהו, בנאומו, כמה מעקרונות היסוד של היוזמה. "אנחנו מבקשים לעשות שלום אמיתי שניתן לעשותו רק עם פרטנר אמיתי", אמר נתניהו. "השלום הזה יהיה מבוסס על העקרונות הבאים: קודם כול, גבולות בני-הגנה ולא קווי 67'. הירדן יהיה גבולה המזרחי של מדינת ישראל; ירושלים מאוחדת ולא חצויה; שיתוף פעולה עם ירדן ומצרים בהסדר הקבע; פתרון בעיית הפליטים על-ידי פירוק המחנות ושיקום הפליטים, ולא על-ידי הכנסת אפילו פליט אחד למדינת ישראל". חשוב לציין, כי המשפט האחרון המזכיר את בעיית הפליטים הוא מהפכני: המעיין בדברי הכנסת יגלה שעד היום כמעט ולא הוזכרה מעולם בשנים האחרונות בעיית הפליטים, למעט על ידי חברי כנסת ערבים וכמובן ע"י חבר הכנסת בני אלון.

אך כמובן – עד לאימוץ היוזמה על ידי חוגים רחבים במערכת הפוליטית, ועד לשינוי התודעתי המיוחל של הציבוריות הישראלית (שכבר שנים שומעת את הסיסמאות 'שטחים תמורת שלום', 'שלום עושים עם אויבים' ו'מדינה פלשתינאית לצד מדינת ישראל') הדרך עוד ארוכה. מאמצי מטה היוזמה יוקדשו בשבועות הקרובים להמשך הקמפיין ולהרחבתו, להעמקת התמיכה הבינלאומית ביוזמה – בארה"ב, בעולם בכלל וגם בעולם הערבי, להרחבת התמיכה בקרב אנשי ציבור ישראלים, לשכלול האתר, להפעלת המתנדבים הרבים שביקשו לתת את חלקם ולגיוס משאבים לשלבים הבאים של המהלך ארוך הטווח.

מטה היוזמה הישראלית

אחת השאלות הנפוצות ביותר בקרב גולשי אתר 'היוזמה הישראלית' היא לגבי עזה. השאלה מתבקשת, שכן ביוזמה לא נזכר במפורש עתידה של רצועת עזה, והיא גם הזדמנות מצויינת להסברת עקרונות היוזמה.
בתשובה לשאלותיהם של הגולש מרדכי מ' ויוני כתבנו כך:

רצועת עזה הפכה למקום אומלל ומסוכן מסיבה אחת בלבד - ריכוז של אוכלוסיה עצומה של פליטים שלא שוקמו מעולם. לכך אין קשר לשאלת הריבונות - וכפי שכולם ראו, גם עקירת היישובים היהודיים לא פתרה את בעיית עזה, כי לא היה לה כל קשר לכך.
תוכנית שיקום הפליטים נועדה בראש ובראשונה לנטרל את הפצצה ששמה עזה, ולתת לחיים בה תקווה.
אחרי שעזה תשוב להיות עיר נמל שפויה בעלת אוכלוסיה סבירה ועורף חקלאי, וללא מחנות הפליטים וכל הנובע מהם - נוכל לדון על שיתוף מצרים בריבונות על תושביה, כמו במודל של יהודה ושומרון.
רצועה זו היא חלק מרצועת החוף של ישראל וממערב הנגב. התוכנית מבקשת כשלב ראשון לרוקן את עזה ממיליוני הפליטים המצטופפים בה. לאחר פעולה זו יהפוך ישוב חבל הארץ הזה להיות מקום שרוצים לחיות בו - ואפשר יהיה לדבר על חידוש ההתיישבות ועל החלת הריבונות.

'היוזמה הישראלית' באה לשנות את התודעה - ולערער, בין השאר, על קונספציית 'המדינה הפלשתינית העצמאית' ועל טיפוח הלאומנות הפלשתינית בכלל. את הכפפה הזו הרים מושיק קוברסקי - יזם היי-טק שאכפת לו מהמתרחש במדינת ישראל, הכותב כבר מספר שנים בתחומי הכלכלה והמדיניות – והעלה על נס את היוזמה.

The first stage of the "Israeli Initiative" campaign is currently coming to an end. The billboards fulfilled their purpose; the array of advertisements (banners) on the Internet brought tens of thousands of visitors to the website. Readers of 'Makor Rishon' and 'Ha'aretz' received a copy of the 'Initiative' to their homes last Friday. The website, which presents the 'Initiative' in seven languages, went online and it is constantly updated with new questions and answers, links to articles relating to the 'Initiative' and so on.

On the Sunday immediately following the Chagim (Jewish holidays), the campaign was launched at a press conference in Tel Aviv, which resulted in several articles on leading news websites. The following day, MK Benny Elon was hosted on the London and Kirschenbaum TV show, and on Wednesday of the same week, the 'Initiative' was presented at a press conference that was held for the foreign press, along with the broadcasted support of senior American Senator, Sam Brownback [the video clips of the London and Kirshenbaum interview and of Senator Brownback's endorsement can be viewed on the website].

Last week MK Benny Elon presented the plan to President Shimon Peres and to Prime Minister Ehud Olmert.

We can conclude that the first stage, the initial breakthrough stage, was a great success. The 'Initiative' was granted an honourable platform in the electronic media [television and radio] and on the Internet, and the combination of these platforms along with the campaign materials themselves [the booklet, the billboards and the notices] created an impressive first wave of PR.

The majority of visitors who entered the website browsed through it and spent a while reading the material, with a considerable number of them – many, many more than the norm - requesting to maintain contact with us and to receive the 'Initiative Updates'. Many conversations which the 'Initiative' staff have conducted with friends, neighbours, colleagues and website visitors or even people on the street, has led us to one, clear conclusion: The general public, media circles and political establishment immediately perceived this as a serious initiative, which raises central and important issues, and suggests a creative solution which is good for Israel. 

MK Benny Elon declared at the press conference that the 'Initiative' is not affiliated to any political party and it rises above all definitions of 'Right' and 'Left'. He expressed his hope that many people and movements will adopt it. This characteristic of the 'Initiative' has already been recognised in the great interest it is awakening in the Knesset, an interest that is not limited to the right-wing factions, and which is also being expressed among the coalition members. Already, at the opening of the winter session of the Knesset, which took place the day after the launch of the 'Initiative', Opposition Chairman Binyamin Netanyahu incorporated some of the 'Initiative's basic principles into his speech: "We seek to make real peace which can only be made with a real partner", said Netanyahu. "This peace will be based on the following principles: First of all, defendable borders and not those of 1967. The Jordan River will be the eastern border of the State of Israel; Jerusalem will be united and not divided; cooperation with Jordan and Egypt as part of a permanent agreement; a solution to the refugee problem by dismantling the refugee camps and rehabilitating the refugees, and not by allowing entrance of even one refugee into the State of Israel".

It is important to note, that the last sentence, which mentions the refugee problem, is revolutionary: whoever takes an interest in Knesset matters, will discover that until today, the refugee problem was almost never mentioned in recent years, unless by Arab MKs and of course, by MK Benny Elon.

Of course, it will take a lot of time and patience until the 'Initiative' is adopted by wider circles within the political establishment, until the we achieve the desired conceptual change in the minds of the Israeli public - which for years, has only heard slogans such as ‘Land for Peace’, 'Peace is made with enemies' and 'A Palestinian State alongside the State of Israel'. The efforts of the 'Initiative' team will be dedicated in the next few weeks to: continuing and expanding the campaign; to increasing international support of the 'Initiative' – both internationally, with specific focus on the United States, and in the Arab world; to furthering support amongst the Israeli public; to enhancing the website; to activating the many volunteers who have requested to contribute their time and to raise funds for the next stages of this long-term effort.

One of the frequent issues asked about by the visitors to the 'Israeli Initiative' website relates to Gaza. The question usually asked is why the 'Initiative' doesn't specifically mention the future of the Gaza Strip, and this serves as an excellent opportunity to explain the principles of the 'Initiative'.

In answer to Mordechai M and Yoni's questions, we wrote:

The Gaza Strip has become a miserable and dangerous place for one reason only – the concentration of a large population of refugees who were never rehabilitated. Therefore, there is no connection to the question of sovereignty, and as everyone has witnessed; even the uprooting of Jewish communities did not solve the problem of Gaza, because this was never the real problem.

The plan to rehabilitate the refugees is primarily designed to neutralize the ticking bomb named Gaza, and to give those living there hope.

After Gaza becomes a port city, with a moderate population and an agricultural home front, without refugee camps and all that they entail – we can consider partnership with Egypt over the sovereignty of its residents, according to the model of Judea and Samaria. This strip is part of Israel’s coastal strip and of the Western Negev. The first stage of the plan seeks to empty Gaza of the million refugees crowded into it. After this is done, this strip of land will again become a place that people want to live in – and then it will be possible to talk about a renewal of settling it and about the application of sovereignty.

The 'Israeli Initiative' intends on making a conceptual change and to challenge, among other thing, the mistaken conceptions of 'an independent Palestinian State' and the cultivation of Palestinian nationalism in general.
