חברים ושותפים יקרים,
אונר"א רע לישראל
לאחרונה יצאה סוכנות אונר"א עם קמפיין אינטרנט ראשון הפונה לציבור הישראלי. בקמפיין, הנושא את השם "אונר"ע לקיצוניות", מציגה אונר"א שלוש שאלות ש"הישראלים שואלים", כשהכוונה כנראה היא ל"יוזמה הישראלית" – הראשונה, האם אונר"א מנציחה את הפליטות; השנייה, האם אונר"א מעורבת בטרור, והשלישית האם מדובר בארגון אנטי-ישראלי. כמובן שאונר"א אינה עונה תשובה של ממש לשאלה המרכזית בנושא הפליטים והיא, מדוע אין הסוכנות מפעילה מערך לשיקומם של הפליטים במקום להנציח את מצבם. האמת היא שעל השאלה הזו אונר"א אף איננה יכולה לענות; ייסודה של סוכנות זו, אי שם לאחר מלחמת העצמאות, לא בא במטרה לשקם את הפליטים אלא רק להעניק להם סעד זמני – כזה שמתקיים למרבה הבושה כבר למעלה משישים שנה. ביוזמה הישראלית רואים בקמפיין זה עדות להצלחת המאבק הציבורי שמנהלת היוזמה כנגד הסוכנות לפליטים הפלשתינאים. לאחר שדיווחנו על ערעור היחסים שבין הסוכנות לאחת מהמממנות הגדולות שלה, טוב לראות שגם בקרב הציבור הישראלי מתחיל להתערער האמון שניתן בה. אונר"א נלחצת ובצדק. כליאת הפליטים הפלשתינאים משנת 48' במצב של פליטות מאיימת על קיומנו כמדינה יהודית, ומהווה מכשול מרכזי לקידומו של תהליך שלום. אין כל ספק כי האינטרס הישראלי, כמו זה העולמי, הוא להביא להפסקת התקצוב הענק לו זוכה אונר"א ולהפנותו לשיקומם של אותם מיליוני פליטים החיים בתנאי מצוקה. לצפייה בקמפיין של אונר"א הצעת החוק צוברת תאוצה
עדות נוספת להצלחתה של היוזמה הישראלית באה לאחרונה מכיוונה של הכנסת. בשני אירועים שונים הועלתה הצעת החוק שאותו מקדמת היוזמה (חוק להחלת החוק הישראלי בשטחי יהודה ושומרון) על שולחן הדיונים של הכנסת. האירוע הראשון היה במסגרת אירועי חגיגות יום ההולדת לכנסת (החל בתאריך ט"ו בשבט), בו הוזמנו נערים צעירים מרחבי הארץ לנאום במליאה. באחד הנאומים שנישאו העלתה תלמידת תיכון מאולפנת כפר-פינס את הנושא, והפגינה ידע מרשים שנשען ברובו על החוברת שפרסמה זה מכבר היוזמה הישראלית בנוגע לחוק, חוברת עליה דווחנו בעדכון הקודם. למחרת, במהלך הכינוס החגיגי להשקת "השדולה למען ארץ ישראל" בכנסת, סיפרה מזכ"לית "ישראל ביתנו", חברת הכנסת פאינה קירשנבאום, על הנאום של אותה נערה והדגישה שזוהי העשייה החשובה ביותר שהשדולה יכולה לקדם. ח"כ ציפי חוטובלי שנכחה בכינוס קראה מפורשות בנאומה להציב את החוק הזה בראש סולם העדיפיות של השדולה. אין מדובר בשדולה אחת מני רבות. השדולה מכילה עשרות ח"כים מסיעות רבות (ש"ס, ליכוד, ישראל ביתנו, איחוד לאומי, הבית היהודי, קדימה ויהדות התורה), ובראשה עומד יו"ר הקואליציה זאב אלקין (שחתום אף הוא על הצעת החוק). יו"ר הכנסת שאינו יכול להיות חבר בשדולה היה נוכח במעמד השקת השדולה ובירך אותה במילים חמות, וכך גם שרים רבים מהממשלה ששיגרו דברי חיזוק לשדולה המסתמנת כגוף חזק מאד בכנסת השמונה-עשרה. חברי היוזמה הישראלית שנכחו במהלך האירוע ניצלו את ההזדמנות לחלק לח"כים ולשרים שנכחו במקום את חוברות המידע שהנפיקה היוזמה בנוגע לחוק. חזון שתי המדינות – הזוי?
נחתום את העדכון בוידוי מעניין שיצא מפיו של ח"כ דניאל בן סימון (עבודה) בשבוע שעבר הישר אל מצלמות התקשורת. במהלך דיון בועדת החינוך, הביע בן סימון את תדהמתו מנתוני הצמיחה שהוצגו ביחס למוסדות החינוך בשטחי ההתיישבות ביהודה ושומרון. "האם אנחנו הזויים בדרכנו הפוליטית?", שאל בן סימון את יועץ שר הביטחון לענייני התיישבות במהלך הועדה. "אני מרגיש מבולבל", הודה לאחר מכן בראיון לתקשורת. "נתניהו צריך לשאול את עצמו, האם פתרון שתי המדינות תואם את המציאות בשטח שרק פורחת וצומחת". לצפייה בראיון: http://www.inn.co.il/News/News.aspx/200056 דבריו של בן סימון אכן משקפים את התהום העמוקה הפעורה בין חזונם של אלו התומכים בפתרון שתי המדינות ובין המציאות השוררת בשטח. "במקום שתי מדינות מסתבר ששטחי יהודה ושומרון מהווים מדינה בתוך מדינה ששוכנת ליד מדינה אחרת", נדהם בן סימון. התפכחותו של בן סימון מהווה סימן חיובי בפוליטיקה הישראלית. המערכת הפוליטית מתחילה אט אט להבין, שנים רבות לאחר הולדתו של חזון שתי המדינות, כי אותו פתרון טריוויאלי השגור על לשון המדינאים מאז הסכמי אוסלו כבר מזמן איננו ישים. ב"יוזמה הישראלית" טוענים כי לא רק צמיחת ההתיישבות ביהודה ושומרון איננה מאפשרת את מימושו של חזון שתי המדינות, אלא שכל הקונספציה כולה, כולל הציפיות מהמדינה הפלשתינאית לכשתקום, איננה ריאלית. בשום שטח שישראל תקצה לא תוכל לקום מדינה שתוכל להתקיים באופן עצמאי ובלתי תלוי במדינות שכנות. הדבר פשוט איננו אפשרי – לא מבחינה כלכלית, לא מבחינה גיאופוליטית ולא מבחינה ביטחונית. חשוב אפוא שבמקביל להתפכחות האיטית מחזון שתי המדינות, נמשיך ונדחוף רעיונות אלטרנטיביים ברי מימוש אשר ירעננו את החשיבה המדינית התקועה זה שנים לא מעטות. נשמח כמו תמיד לתגובות והערות, יואב שורק מנהל היוזמה הישראלית www.hayozma.org היוזמה הישראלית מודה לכל המתגייסים שנענו לקריאתנו בעדכון הקודם להפצת רעיונות היוזמה. בקרוב נחזור אליכם עם הדרכות לפעילות. עם זאת, חשוב שגם אתם תציעו הצעות מתחומי העיסוק שלכם לקידום רעיונות היוזמה. אנו נקבל כל פניה ברצון ונעשה כל שביכולתנו לאפשר לכם לתרום את חלקכם למפעל הציוני. |

UNRWA is Bad For Israel
Recently, UNRWA came out with its first promotional campaign geared towards Israelis. The online campaign, titled (in Hebrew) "UNRWA: Bad for Extremism," presents three questions "Israelis have asked" about UNRWA, though clearly they mean The Israeli Initiative. The first: Does UNRWA perpetuate the refugee problem? Second: Is UNRWA involved in terror? Third: Is UNRWA an anti-Israel organization? Of course, UNRWA does not truly answer the most important question about the refugees: Why doesn't UNRWA try to rehabilitate the refugees, instead of keeping them as-is? The truth is, UNRWA cannot answer that question, as it was founded shortly after the 1948 War of Independence to provide temporary aid to the refugees – "temporary" aid that has lasted for over 60 years. At the Israeli Initiative, we see this campaign as proof of the success of our public struggled against UNRWA. After we reported a deterioration of the relations between UNRWA and one of its biggest donors (Canada), it is encouraging to see that the Israeli public is starting to lose faith in the agency, as well. UNRWA is justly concerned. Confining the Palestinian Refugees in their inhumane status since 1948 threatens the existence of the Jewish state, and is a major obstacle to the peace process. There is no doubt that it is in Israel's, as well as the world's interest to stop the major funding it provides to UNRWA, and redirect it to the rehabilitation of those millions of refugees. A further proof of The Israeli Initiative's success comes from the Knesset. The bill that the Initiative is promoting – to apply Israeli law to municipalities in Judea and Samaria – was discussed in two different events. The first event was part of the "birthday" celebrations for the Knesset, which occur each year on Tu B'Shvat. Israeli youth was invited to give speeches in the plenum, one of which was a student from the religious girls' high school in Kfar-Pines. This young woman discussed the booklet The Israeli Initiative published to promote the law at length. The next day, at the event launching "The Lobby for the Land of Israel" in the Knesset, the Secretary-General of "Israel Beiteinu," MK Fania Kirschenbaum, referred to the high school student's speech, and emphasized that this is the most important step the Lobby can take. MK Tzipi Hotoveli specifically referred to the law as being the new lobby's top priority. This lobby is not just one of many. It includes tens of Knesset Members from many parties (Shas, Likud, Israel Beiteinu, National Union, NRP, Kadima and United Torah Judaism), and is lead by Head of Coalition Zeev Elkin, who has also signed his support on the bill. The speaker of the Knesset cannot join a lobby, but he came to the launch and spoke warmly of it. Many ministers came to support the goals of this lobby, which may be one of the strongest in the 18th Knesset. Representatives of The Israeli Initiative that attended the launch used the opportunity to give MKs and ministers copies of the booklet the Initiative published to promote the law, which is available in Hebrew on our homepage. A Two-State Solution – Delusional?

Is a two-state solution "delusional?" We at the Israeli Initiative think so, and, to our surprise, MK Daniel Ben-Simon of the Labor party seems to agree!

Yesterday, he attended a meeting of the Knesset's Education Committee, where he heard about the growth of towns in Judea and Samaria. According to Arutz Sheva, Ben-Simon asked how can the State of Israel discuss establishing a Palestinian State, while the Jewish population of Judea and Samaria continues to grow. The following is a translation of Ben-Simon's remarks, as reported by Arutz Sheva: "Is our political path, talking about two states for two nations, delusional? Judea and Samaria are developing! We are delusional! I am sitting here in this meeting, and feel like I'm in a movie. My question is - Is there any coordination between policies and what is happening on the ground in Judea and Samaria?" Ben-Simon's words reflect the abyss between the vision of those who support a two-state solution and reality. "Instead of two states, it seems that the territory of Judea and Samaria are a state-within-a-state that is next to another state," said Ben-Simon, amazed. Ben-Simon's awakening is a good sign for Israeli politics. Politicians are slowly begin to understand, years after the idea of two states rose, that this solution is not relevant. At The Israeli Initiative, we say that not only does the Jewish population growth in Judea and Samaria not allow for there to be two states, but that the whole concept, including the hope for the rise of a Palestinian state, is not realistic. An independent Palestinian state will not be able to rise in any area that of Israel. It's simply impossible – not economically, geopolitically or because of security. It's important that, in conjunction with the slow awakening from the nightmare of two states, we continue to promote alternative, realistic ideas that will invigorate the political thought in Israel, that has been "stuck" for many years.
